Exempts students from paying nonresident tuition at state universities and Florida College System institutions beginning with the 2011 fall term if they meet specified requirements.

Requires students to have attended high school in Florida for 3 or more years (not necessarily consecutive) and either graduated from a Florida high school or obtained a high school equivalency diploma.

Applies to students who are registered or currently enrolled as entering students at eligible institutions, excluding nonimmigrant aliens as defined under federal immigration law.

Requires students without lawful immigration status to file an affidavit stating they have filed or will file an application to legalize their immigration status as soon as eligible.

Directs the Board of Governors to adopt regulations and the State Board of Education to adopt rules for implementing the nonresident tuition exemption, effective July 1, 2011.
