Appropriates compensation to Aaron Edwards (minor), Mitzi Roden, and Mark Edwards for medical malpractice by Lee Memorial Health System during childbirth on September 5, 2007.

Lee Memorial Health System violated standard obstetric care by administering Pitocin against parents' express objections, repeatedly increasing dosage despite excessive uterine contractions, and failing to discontinue the drug, resulting in fetal distress and emergency cesarean section.

Aaron Edwards suffered permanent catastrophic brain injuries causing spastic cerebral palsy, quadriparesis, inability to communicate orally, total disability, and lifelong dependence on 24-hour care.

Authorizes Lee Memorial Health System to pay $28,454,838.43 to the Guardianship of Aaron Edwards, $1,338,989.67 to Mitzi Roden, and $999,199.03 to Mark Edwards (amounts reflect jury verdict of $31,817,966.48 minus the $200,000 statutory payment already made).

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the total amount awarded under the act.
