Appropriates $1.8 million from the University of South Florida to Stephen and Meredith Kirby as compensation for the extraordinary expenses of raising their daughter Harper, who has cystic fibrosis.

Addresses a medical negligence claim based on a University of South Florida physician's 2006 misrepresentation that the Kirbys were not at risk of conceiving a child with cystic fibrosis, leading them to have a second child who was born with the condition in 2007.

Supplements the $200,000 the University of South Florida already paid pursuant to statutory liability limits under Florida law.

Limits attorney's fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the $1.8 million award.

Designates the combined payments ($200,000 plus $1.8 million) as sole compensation for all present and future claims arising from the wrongful birth claim.
