Authorizes sheriffs to charge a $40 fee for processing writs of execution and allows parties to provide sheriffs with electronic copies of process signed and certified by the clerk of court.

Requires process servers to place required information on the first page of at least one copy of processes served and list all initial pleadings delivered on the return-of-service form, which must be filed with the court.

Grants authorized process servers unannounced access to gated residential communities to serve process on defendants or witnesses residing within those communities.

Allows service on any employee of a registered agent during the first attempt at service, even if the registered agent is temporarily absent from the office.

Requires process servers to sign return-of-service forms, allows sheriff employees to use electronic signatures, and makes failure to sign the form invalid, subjecting the server to a fine not exceeding $10.
