Creates a violation of the Florida Election Code for any candidate who falsely represents serving or currently serving in the military (active duty, reserve, or National Guard) in a primary or other election.

Allows any person to file a complaint with the Florida Elections Commission alleging a candidate has falsely misrepresented military service under section 106.25.

Requires the Florida Elections Commission to adopt rules providing expedited hearings for complaints, and requires the Division of Administrative Hearings Director to assign an administrative law judge for expedited hearings in referred cases.

Establishes a civil penalty of up to $5,000 against candidates found to have falsely represented military service, with penalties deposited into the General Revenue Fund.

Takes effect July 1, 2011.
