Defines "controlled substance" as those listed in Schedule II, III, or IV under Florida Statutes section 893.03.

Defines "health care practitioner" as any practitioner licensed or regulated by the Department of Health under chapters 458, 459, 461, 462, 464, 465, or 466.

Defines "law enforcement agency" as the Department of Law Enforcement, Florida sheriff or police departments, or federal law enforcement agencies that enforce controlled substance laws and have authority to conduct criminal investigations and make arrests.

Requires any person who knows or has reasonable cause to suspect that a health care practitioner is stealing or abusing controlled substances prescribed or dispensed for another to report such knowledge or suspicion to a law enforcement agency.

Takes effect July 1, 2011.
