Authorizes the Palm Beach County School Board to pay $944,034.30 to Altavious Carter as compensation for injuries sustained in a December 15, 2005 school bus accident.

Compensates Carter for a broken neck (C6 level fracture with spinal cord damage) suffered when a school bus driven by Dennis Gratham struck the vehicle Carter was in at a red light in Palm Beach County.

Establishes that the $944,034.30 payment combined with the $100,000 statutory limit payment under Florida law provides sole compensation for all present and future claims arising from the incident.

Limits attorney's fees, lobbying fees, costs, and related expenses to a maximum of 25 percent of the total award.
