Authorizes and directs the City of North Miami to appropriate and pay $1,611,237 to Maricelly Lopez as compensation for the wrongful death of her son, Omar Mieles, caused by negligence of City police officer James Ray Thompson.

Omar Mieles, age 18, died on November 11, 2007, after being struck by a North Miami police vehicle driven at high speed by Officer Thompson and thrown 35 feet from the vehicle.

A jury trial on March 19, 2010, awarded total damages of $3,542,000, with the City of North Miami found liable for $1,719,808, of which $108,571 had already been paid.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the awarded amount.

Provides that this payment constitutes sole compensation for all present and future claims arising from Omar Mieles' death.
