SB 348 - Domestic Partnerships

• Creates a civil domestic partnership framework allowing two individuals aged 18+ (with at least one Florida resident) to register partnerships through circuit court clerks by filing a Declaration of Domestic Partnership form.

• Grants domestic partners equivalent rights and responsibilities to married couples under Florida state law, including inheritance, medical decision-making, tax benefits, and child-related privileges, while excluding federal benefits that conflict with Internal Revenue Code requirements.

• Establishes registration fees totaling $61.50 per domestic partnership ($2 clerk fee, $25 Domestic Violence Trust Fund, $7.50 Displaced Homemaker Trust Fund, $25 General Revenue Fund, $4 vital records fee) with allowance for installment payments over 90 days.

• Authorizes termination of domestic partnerships through filing a notice with the Department of Health, becoming effective 90 days after filing, and automatically terminates if either partner enters into a marriage recognized by Florida.

• Amends domestic violence protections (s. 741.28) to include domestic partners as "family or household members" and updates vital records statutes to include domestic partnership registration, dissolution, and certificate issuance.
