Requires civil citation programs to provide for expungement of nonjudicial arrest records for minors who successfully complete the program, with agency concurrence.

Mandates the Department of Law Enforcement adopt rules to expunge nonjudicial arrest records of minors completing civil citation programs, under the same framework as prearrest and postarrest diversion program expunctions.

Establishes that expunged records may only be accessed by criminal justice agencies for determining eligibility for diversion or civil citation programs, during criminal investigations, or for criminal justice employment candidates.

Authorizes the Department of Law Enforcement to charge a $75 processing fee for civil citation program expunction requests, with fee waiver discretion granted to the executive director.

Applies retroactively to minors who successfully completed civil citation programs on or after July 1, 2000, effective July 1, 2011.
