Redefines "certified optometrist" to include authority to administer and prescribe oral medications used for diagnosis and treatment of ocular conditions, in addition to topical agents.

Authorizes the Board of Optometry to adopt rules governing the administration and prescription of oral medications for ocular conditions.

Requires certified optometrists to include their prescriber number on all prescriptions for topical ocular pharmaceutical agents and oral medications.

Establishes a committee composed of two optometrists, two board-certified ophthalmologists, and one pharmacology doctorate holder to review and recommend additions, deletions, or modifications to the formulary of authorized medications.

Takes effect July 1, 2011.
