Increases minimum fines for directing others to distribute handbills without permission at public lodging establishments from $500 to $1,000, and adds escalating minimum fines of $2,000 for second violations and $3,000 for third or subsequent violations.

Allows law enforcement to arrest without warrant for violations of handbill distribution laws when the public lodging establishment owner or manager signs an affidavit supporting probable cause.

Makes personal property used in third or subsequent handbill distribution violations subject to seizure and forfeiture under the Florida Contraband Forfeiture Act.

Expands the definition of "handbill" to exclude communications protected by the First Amendment and those related to public health, safety, or welfare distributed by governmental entities or utilities.

Clarifies state preemption authority over regulation of public lodging and food service establishments, and requires remedial training programs approved by the division for violations of establishment regulations.
