Creates the Health and Human Services Contract Resource Council within the Department of Management Services with seven members representing major state health and human services agencies to coordinate administrative and fiscal management of contracts.

Requires the council to meet at least six times annually to develop consolidated standards, align administrative policies, review monitoring protocols, and make recommendations for legislation or rulemaking to promote interdepartmental collaboration.

Designates a single lead administrative coordinator from among contract managers for each service provider to establish coordinated monitoring schedules, unified documentation requirements, and maintain electronic files of administrative and fiscal documents.

Updates notification deadlines for state agencies to August 1, 2011 (previously August 1, 2010) and for service providers to provide contract lists to October 1, 2011 (previously October 1, 2010).

Exempts services provided by eligible lead community-based providers currently under contract with the Department of Children and Family Services from competitive bidding requirements if they comply with departmental performance, fiscal, and administrative standards.
