Authorizes absent uniformed services voters and overseas voters to use federal write-in absentee ballots to vote in federal, state, and local elections involving two or more candidates if they do not timely receive an official absentee ballot.

Allows voters to designate candidates by writing candidate names or, except in primary elections, political party names on federal write-in absentee ballots.

Permits voters to submit both a federal write-in absentee ballot and later an official absentee ballot, with the official ballot taking precedence if received by 7 p.m. on election day.

Requires the Department of State to adopt rules defining valid votes on federal write-in absentee ballots, addressing candidate name variations, misspellings, abbreviations, and specific designation scenarios.

Directs creation of duplicate copies of federal write-in absentee ballots in the presence of witnesses and establishes July 1, 2011 as the effective date.
