Requires state agencies, counties, municipalities, school districts, and other political subdivisions to grant a 5 percent preference to vendors with principal places of business in Florida when awarding printing contracts.

Changes preference for personal property purchases from optional ("may") to mandatory ("shall"), establishing a 5 percent preference for responsible and responsive Florida vendors when the lowest-priced bid is from an out-of-state vendor.

Eliminates the requirement for out-of-state vendors to submit written legal opinions regarding preferences granted by their home states.

Directs all state agencies to develop and adopt assessment protocols by January 1, 2012 to evaluate whether damaged equipment, machinery, or inventory can be repaired before approving purchases of replacement items.

Takes effect July 1, 2011.
