Clarifies that Florida Legislature occupies the entire field of firearms and ammunition regulation, including purchase, sale, transfer, manufacture, ownership, possession, storage, and transportation, to the exclusion of all local ordinances and administrative rules.

Eliminates the previous exception allowing counties to adopt waiting period ordinances of up to 3 working days between handgun purchase and delivery.

Imposes civil penalties of up to $5,000 on local government officials or agency heads found to knowingly and willfully violate the firearms preemption, and prohibits use of public funds to defend such violations.

Authorizes the Governor to terminate employment or remove from office any person acting in official capacity who knowingly and willfully violates the act's provisions.

Allows persons or organizations adversely affected by ordinances violating the preemption to sue for declaratory and injunctive relief, recover actual damages up to $100,000, and receive attorney's fees and costs with interest accruing from the filing date.
