Permits courts to retain jurisdiction up to 365 days after a youth's 19th birthday if participating in transition services, with such services requiring voluntary participation and not extending involuntary residential commitment.

Creates College-Preparatory Boarding Academy Pilot Program operated by a private nonprofit corporation to serve dependent or at-risk academic underperformers in grades 6-12 with college preparatory curriculum, boarding, and support services.

Requires students from families below 200 percent of federal poverty guidelines who meet specific risk factors (foster care, non-custodial household, housing assistance, or family incarceration) to be admitted by lottery if applications exceed capacity, with admission and services funded through coordinated state and federal resources.
