Transfers oversight of the Prostate Cancer Awareness Program from the Department of Health to the University of Florida Prostate Disease Center (UFPDC) to lead community education and public awareness initiatives.

Expands program objectives to include promoting early detection awareness, communicating research progress and clinical trial availability, reducing health disparities, and establishing communication platforms for patients and advocates.

Establishes a UFPDC Prostate Cancer Advisory Council with 9 members including prostate cancer survivors, physicians, scientists, and health organization representatives, serving 4-year terms without compensation.

Requires the advisory council to conduct annual prostate cancer symposiums, present policy recommendations to state agencies, verify accuracy of public information, and develop communication channels among public and private entities involved in prostate cancer care.

Mandates the advisory council to submit annual reports to the Governor, Legislature, and State Surgeon General by January 15 of each year beginning in 2012, with recommendations for legislative changes to reduce prostate cancer incidence and disparities.
