Classifies personal identifying information of donors to the Florida Center for Brain Tumor Research's central repository and registry as confidential and exempt from public records requirements.

Allows disclosure of exempt information to researchers who submit an institutional review board-approved research plan, sign a confidentiality agreement, maintain confidentiality, and destroy records after research concludes.

Extends the public records exemption's sunset date from October 2, 2011 to October 2, 2016, subject to the Open Government Sunset Review Act.

Establishes a legislative finding that protecting donor privacy is necessary to encourage participation in the brain tumor registry and repository, which aids research into treatment and cures.

Takes effect July 1, 2011.
