Expands the definition of "veteran" in Florida Statutes to include service in Operation Iraqi Freedom (March 19, 2003 to August 31, 2010) and Operation New Dawn (September 1, 2010 onward), in addition to existing wartime periods.

Provides state-funded educational benefits for dependent children of military personnel who died or became 100-percent disabled (service-connected) while serving in Operation Enduring Freedom, Operation Iraqi Freedom, or Operation New Dawn, if the service member was a Florida resident during military action.

Establishes four forms of prima facie evidence for eligibility: death certificate, valid military ID card, VA letter certifying 100-percent disability rating, or letter from armed services branch certifying 100-percent disability retirement pay.

Incorporates existing eligibility provisions from sections 295.03, 295.04, 295.05, and 1009.40 to apply to the expanded benefit program.

Effective date: July 1, 2011.
