Eliminates the requirement for the Department of Law Enforcement to establish and maintain a statewide seaport access eligibility reporting system for tracking authorized personnel.

Specifies that a valid federal Transportation Worker Identification Credential (TWIC) and sworn affidavit are the only authorization required for unescorted access to secure and restricted areas of seaports.

Removes state-level criminal history screening requirements for employees and persons regularly accessing seaport secure or restricted areas, relying instead on federal TWIC vetting.

Deletes provisions requiring seaports to report access grants to the Department of Law Enforcement and eliminates associated fees ($50 initial and $50 every 5 years).

Takes effect July 1, 2011.
