Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into Florida law, allowing Florida to join other states in this interstate compact.

Requires each member state to conduct a statewide popular election for President and Vice President and appoint presidential electors based on the national popular vote winner rather than state results.

The agreement takes effect when states cumulatively possessing a majority of electoral votes have enacted it, and applies to elector appointment in years when this condition is met on July 20.

Allows member states to withdraw from the agreement, except withdrawals occurring 6 months or less before the end of a President's term become effective only after the next President or Vice President is qualified to serve.

Requires chief election officials to determine the national popular vote total, designate the winner, and certify appointment of electors associated with that winner; terminates if the electoral college is abolished.
