Creates the Postdisaster Relief Assistance Act, providing immunity from civil liability for persons who gratuitously provide temporary housing, food, water, or electricity to emergency first responders and their immediate family members during declared emergencies.

Limits immunity to acts not demonstrating reckless disregard for consequences, defined as conduct a reasonable person knew or should have known would likely result in injury affecting life or health.

Defines "emergency first responders" to include physicians, nurses, physician assistants, hospital workers, paramedics, emergency medical technicians, firefighters, law enforcement officers, Florida National Guard members, and other personnel designated by the Governor.

Restricts immunity to acts occurring within 6 months of an emergency declaration (or longer if the emergency is extended) and related to the declared emergency or its extensions.

Authorizes persons to register with county emergency management agencies as providers of temporary housing and aid, with registered providers presumed to have acted in good faith.

Takes effect July 1, 2011.
