Amends Florida Statute 843.02 to clarify that resisting, obstructing, or opposing an officer or other authorized person is a first-degree misdemeanor only when resistance is based on factors other than mere flight.

Expands the statute's language to explicitly include "other person legally authorized to execute process" alongside officers defined in statute 943.10.

Specifies that passive flight alone from an officer cannot constitute the crime of resisting without violence; additional resistance or obstruction must occur.

Updates statutory language from "shall be guilty of" to "commits" a misdemeanor of the first degree, punishable under sections 775.082 or 775.083.

Takes effect July 1, 2011.
