Creates section 784.071 of Florida Statutes establishing a blue alert system for law enforcement emergencies.

Requires the Department of Law Enforcement to activate the emergency alert system and issue a blue alert when a law enforcement officer is killed, seriously injured, assaulted with a deadly weapon, or missing while in the line of duty, provided the suspect has fled and poses an imminent threat to the public.

Mandates blue alerts be immediately disseminated through television, radio, and highway dynamic message signs, with availability of detailed suspect descriptions and vehicle information required for activation.

Allows emergency traffic information to take precedence over blue alert information on highway message signs without violation of the statute.

Effective date: October 1, 2011.
