Exempts clothing, wallets, and bags with a sales price of $75 or less per item from sales tax during August 12-14, 2011, excluding briefcases, suitcases, and garment bags.

Exempts school supplies (pens, pencils, erasers, notebooks, binders, scissors, tape, glue, rulers, calculators, and similar items) with a sales price of $15 or less per item from sales tax during the same three-day period.

Excludes theme parks, entertainment complexes, public lodging establishments, and airports from the tax exemption.

Appropriates $218,905 in nonrecurring funds from the General Revenue Fund to the Department of Revenue for administering the exemption, with unexpended funds reverting to the 2011-2012 fiscal year.

Authorizes the Department of Revenue to adopt emergency rules to administer the tax exemption provisions.
