Enacts the "Ashley Nicole Valdes Act" regarding vehicle crashes resulting in death.

Requires drivers involved in fatal crashes to immediately stop at the scene and remain until fulfilling reporting requirements under section 316.062.

Mandates that persons arrested for leaving the scene of a fatal crash who have prior convictions for violations of sections 316.027, 316.061, 316.191, 316.193, or felony violations of section 322.34 must be held in custody until brought before a court for bail determination.

Maintains first-degree felony classification for willfully leaving the scene of a fatal crash, with a mandatory minimum 2-year prison sentence if the violation occurs while driving under the influence.

Takes effect October 1, 2011.
