Creates the Autism Spectrum Disorder Study Committee to examine autism spectrum disorder's effects on families where English is the second language.

Committee consists of 10 members appointed by the Governor (4), President of the Senate (3), and Speaker of the House (3), with required representation from physicians, psychiatrists, psychologists, behavior analysts, State Surgeon General, parents, special education educators, UM NSU CARD medical doctors, and individuals with autism spectrum disorder.

Committee members receive no compensation; initial appointments must be made by July 1, 2011, with meetings held at least bimonthly beginning August 2011 and ending no later than August 30, 2012.

Committee must issue a report by September 1, 2012, containing findings and recommendations for community awareness campaigns related to autism spectrum disorder in non-English-speaking families.

Committee expires September 1, 2012; only the State Surgeon General may authorize state funding for publishing recommendations and public announcements.
