Requires all private employers to use the E-Verify system to verify employment eligibility of new employees beginning January 1, 2012, or lose their business license until registration is completed.

Prohibits employers from knowingly employing unauthorized aliens; allows complaints to be filed with the Department of Business and Professional Regulation or Agency for Workforce Innovation, with false/frivolous complaints constituting a second-degree misdemeanor.

Establishes enforcement procedures including administrative hearings, federal verification requests, and license suspension for first violations and at least 30-day suspensions for second violations within 2 years.

Requires public employers, contractors, and subcontractors on state contracts to register with E-Verify and maintain certifications; permits contract termination for violations without breaching contract terms.

Creates a private cause of action for discharged U.S. citizens or legal permanent residents if an unauthorized alien was employed in the same position, with remedies including reinstatement, back pay, and attorney's fees.
