Amends Florida Statutes Section 514.023 to require the Department of Health to submit a report to the Governor and Legislature by January 1, 2012, with recommendations for beach waters with health advisories, including priority ranking criteria and funding level recommendations.

Mandates the Department of Health to investigate sources of contamination in beach waters that fail to meet water quality standards, prioritized according to established ranking criteria, with results published on the department's website.

Requires the Department of Health to coordinate with the Department of Environmental Protection and Fish and Wildlife Conservation Commission to develop and implement a public education program about human actions and behaviors that negatively affect beach water quality.

Changes existing language from "when" to "if" regarding department issuance of health advisories based on elevated fecal coliform or enterococci bacteria levels and clarifies notification procedures to municipalities and counties.

Takes effect July 1, 2011.
