Prohibits health insurers from requiring dentists to accept insurer-set fees unless the services are "covered services" reimbursable at no less than 50 percent of usual, customary, and reasonable fees in the provider's zip code area.

Prevents health insurers, prepaid limited health service organizations, and health maintenance organizations from including contract provisions that prohibit dentists from billing patients the difference between insurance reimbursement and the dentist's normal rate for non-covered services.

Prohibits health insurers, prepaid limited health service organizations, and health maintenance organizations from requiring dentists to participate in discount medical plans as a condition of contract.

Defines "covered services" as reimbursable dental services listed as benefits under the applicable contract, subject to contractual limitations such as deductibles, coinsurance, and copayments.

Takes effect July 1, 2011, and applies to contracts entered into or renewed on or after that date.
