Repeals budget summary requirements from section 216.023, Florida Statutes, eliminating the mandate for state agencies to submit unit-cost summaries with accountability measures and the 10 percent budget reduction penalty for non-compliance.

Restructures legislative budget request requirements in section 216.023 by renumbering subsections (a) through (j) and removing reference language linking performance measures to activities identified in the repealed budget summary section.

Repeals section 339.1371, Florida Statutes, eliminating Mobility 2000 funding provisions.

Updates cross-references in sections 216.013 and 489.145, Florida Statutes, to conform with the repealed budget summary requirements and restructured subsection numbering.

Takes effect July 1, 2011.
