Creates a framework for the Department of Juvenile Justice to contract with nonprofit or county government "regional coordinating agencies" to coordinate and manage juvenile justice services at the local level, including intervention, prevention, diversion, probation, day treatment, detention, and residential programming

Requires regional coordinating agencies to have organizational infrastructure to manage all juvenile justice services, ensure continuity of care for referred juveniles, and accept accountability for meeting performance standards established by the Legislature and federal government

Establishes a quality assurance program with national standards and annual evaluations for community-based juvenile justice services, with findings used to make recommendations to the Governor and Legislature on future program and funding priorities

Mandates three 2-year pilot programs beginning in fiscal year 2011-2012 in judicial circuits 2, 6, and 11, with regional coordinating agencies to be selected by December 1, 2011

Requires annual reports beginning January 31, 2013 evaluating quality performance, outcome measures, and cost efficiency to be submitted to legislative leadership and the Governor
