Require the Department of Children and Family Services to conduct drug tests on all individuals applying for Temporary Assistance for Needy Families (TANF) benefits, with applicants responsible for bearing the cost of testing.

Deem individuals ineligible for TANF benefits for 1 year after a positive drug test, or 3 years if they test positive a second time, unless they complete a substance abuse treatment program and reapply after 6 months.

Exempt dependent children under age 18 from drug testing requirements, and ensure children's eligibility for TANF is not affected if a parent tests positive; require a protective payee to be established for the child's benefits.

Require the department to provide notice at application that drug testing is required, advise individuals of available substance abuse treatment providers in their area, and establish procedures for retesting and appeal.

Take effect July 1, 2011.
