Requires prekindergarten instructors in school-year programs delivered by private providers and public schools to hold a bachelor's degree or higher in early childhood education, prekindergarten, primary education, preschool education, family and consumer science, or elementary education (if certified to teach birth through grade 6) beginning July 1, 2014.

For prekindergarten classes with 11 or more students, requires one instructor meeting the bachelor's degree requirement and one instructor holding at minimum a child development associate credential plus completion of an emergent literacy training course.

For prekindergarten classes with fewer than 11 students, requires at least one instructor meeting the bachelor's degree requirement.

Deletes provisions allowing alternate educational credentials such as associate's degrees in child development or unrelated fields with early childhood coursework and teaching experience.

Repeals section 1002.65 relating to aspirational goals for prekindergarten instructor credentials, effective July 1, 2011.
