Amends s. 744.1076, Florida Statutes to consolidate provisions regarding public-record exemptions for court orders appointing court monitors and emergency court monitors in guardianship proceedings.

Changes orders appointing nonemergency court monitors from "confidential and exempt" to "exempt" status under the Florida Constitution.

Specifies that only court orders finding no probable cause remain confidential and exempt, while orders appointing monitors are exempt only.

Removes the scheduled repeal date of October 2, 2011 and eliminates the exemptions' subjection to the Open Government Sunset Review Act, making the exemptions permanent.

Takes effect October 1, 2011.
