Expands Florida's preference for state business contracts to include construction services in addition to personal property purchases.

Allows agencies, counties, municipalities, school districts, and political subdivisions to grant preference equal to that offered by other states to Florida vendors in competitive solicitations.

Preempts local ordinances granting preference based on vendor location within jurisdiction, local hiring, or prior local tax payments when state appropriated funds are used.

Requires local entities to disclose in competitive solicitation documents whether state-appropriated funds will be used and the amount or percentage of such funding.

Takes effect July 1, 2011.
