Creates the "Electronic Machines and Devices for Sweepstakes Prohibited Act" prohibiting operation of electronic devices to conduct or promote sweepstakes using entertaining displays (such as video poker, bingo, or simulated games), with violations constituting a third-degree felony.

Defines "electronic machine or device" broadly to include server-based systems, devices using simulated game terminals, and machines activated by payment methods or product purchases, regardless of how the device determines or reveals prizes.

Prohibits charitable organizations from conducting drawings using machines, computers, or electronic devices and restricts the Department of Agriculture and Consumer Services from authorizing game promotions conducted through electronic or mechanical devices.

Amends gambling statutes to include violations under the new sweepstakes prohibition in the definition of racketeering activity under Florida's RICO Act and expands the definition of "slot machine" to include systems or networks of computers.

Defines "skill" for amusement games as outcomes achievable by a player in at least 51 percent of 20 contiguous game attempts using eye-hand coordination or physical dexterity, creating a rebuttable presumption that games failing this standard are games of chance.
