Prohibits local enforcement agencies and building code officials from requiring inspections of portions of buildings, structures, or real property not directly impacted by the construction, alteration, repair, or demolition work for which a one- or two-family residential building permit is sought.

Exempts from this prohibition building permits for substantial improvements, changes of occupancy, conversions from residential to nonresidential or mixed use, and historic buildings as defined in the Florida Building Code.

Allows officials to cite violations observed in plain view during permitted inspections, inspect physically nonadjacent but directly impacted portions of property, inspect with owner consent, and inspect pursuant to an inspection warrant.

Expires upon the Florida Building Commission adopting an amendment to the Florida Building Code that substantially incorporates these provisions.

Effective July 1, 2012.
