Creates section 430.5025 directing the Department of Elderly Affairs to develop and implement a public education program on memory impairment screening and early diagnosis of Alzheimer's disease and related disorders.

Authorizes the department to award grants to public and nonprofit entities that provide services to individuals with Alzheimer's disease for developing, expanding, or operating memory screening and education programs.

Requires grant recipients to submit annual evaluations describing activities funded, effectiveness in promoting early detection, and other departmental requirements; allows department to use up to 15 percent of appropriated funds for technical support to grantees.

Amends sections 400.1755, 400.6045, and 429.178 to allow employees and direct caregivers providing Alzheimer's care to transfer between facilities (including hospice) without repeating training, while requiring compliance with continuing education requirements.

Makes implementation of the public education program subject to existing department resources and implementation of the grant program contingent upon state appropriation or availability of private resources; effective July 1, 2011.
