Deletes legislative findings that local governments may need to implement fertilizer management practices more stringent than the state model ordinance based on local conditions.

Removes authority for counties and municipalities to adopt additional or more stringent fertilizer standards than the Model Ordinance for Florida-Friendly Fertilizer Use on Urban Landscapes.

Grants the Department of Agriculture and Consumer Services exclusive authority to regulate the sale, composition, formulation, packaging, use, application, and distribution of fertilizer, preempting all county, municipal, and other political subdivision regulation as void.

Authorizes local governments to enforce the state's Model Ordinance for Florida-Friendly Fertilizer Use on Urban Landscapes in their respective jurisdictions.

Effective July 1, 2011.
