Creates enhanced criminal penalties for moving violations that cause serious bodily injury to vehicle occupants or motorcycle operators/riders, classified as a second-degree misdemeanor with a minimum $500 fine, 30 days incarceration, and driver's license revocation for at least 30 days.

Establishes higher penalties for moving violations that cause or contribute to death, classified as a first-degree misdemeanor with a minimum $1,000 fine, 90 days incarceration, advanced driver improvement course attendance, and driver's license revocation for at least 1 year.

Requires attendance at a standard driver improvement course for serious bodily injury violations and an advanced driver improvement course for fatal violations.

Permits prosecution and punishment under this statute in addition to any other applicable criminal charges or violations of law.

Effective July 1, 2011.
