Creates s. 255.0471, F.S. to regulate refunds for canceled events at publicly owned venues, effective July 1, 2011.

Requires original ticket sellers to either keep all ticket sale receipts until the event occurs or require advance release requestors to post a surety bond equal to the amount being released.

Entitles ticket purchasers to full refunds of all receipts (admission price, taxes, surcharges, and service charges) if an event is canceled.

Exempts nonrefundable tickets, professional sports, Amateur Athletic Union events, motorsports events, educational institution events, NCAA postseason events, and pugilistic exhibitions from refund requirements.
