Creates s. 489.1138, F.S. to regulate hoisting equipment (cranes, derricks, hoists, elevators, and conveyors) used in construction, demolition, or excavation work under federal OSHA standards.

Requires applicants for building permits involving tower cranes or mobile cranes to submit site plans identifying crane location, power line clearances, adjacent buildings, and structural foundation, plus documentation of compliance with all governmental authorities including FAA lighting requirements.

Mandates clear, independent, and operable radio communications between operators when two or more tower cranes or mobile cranes operate within the same swing radius.

Requires hurricane and high-wind event preparedness plans to be available for inspection at work sites and specifies equipment security measures including boom positioning, turntable lubrication, counterweight locking, and weathervane positioning for tower cranes.

Preempts all local laws, ordinances, and regulations regarding hoisting equipment operation in the state; provides disciplinary action under ss. 455.227 and 489.129 for licensed contractors who intentionally violate the section; excludes elevator regulation under chapter 399.
