Urges Congress to support implementation of a regional United Recovery Plan for the Northwest Florida Panhandle following the Deepwater Horizon oil rig explosion on April 20, 2010, and sinking on April 22, 2010

Identifies seven coastal counties most significantly impacted: Bay, Escambia, Franklin, Gulf, Okaloosa, Santa Rosa, and Walton Counties

Recognizes environmental damage and economic losses to tourism, property values, recreational fishing, commercial seafood industries, marinas, and quality of life in the region

Supports the counties' collective recovery strategy while preserving each county's right to develop individual local recovery plans

Requires copies of the memorial to be sent to the President, Senate President, House Speaker, and all members of the Florida Congressional delegation
