Repeals the serious or habitual juvenile offender program and intensive residential treatment program for offenders under 13 years of age, and eliminates related statutory provisions and definitions.

Modifies commitment requirements for adjudicated juvenile felony offenders to require commitment to a maximum-risk residential program only if the child has completed two different high-risk residential commitment programs, eliminating previous intermediate program requirements.

Eliminates the Juvenile Justice Standards and Training Commission and transfers all staff development and training responsibilities to the Department of Juvenile Justice, which will directly manage training academies, curriculum development, and job-related examinations.

Repeals the statute relating to grand theft of a motor vehicle cases involving children and removes related references from sentencing provisions.

Takes effect July 1, 2011.
