Clarifies that Shands Teaching Hospital and Clinics, Inc. is organized for the primary purpose of supporting the University of Florida Board of Trustees' health affairs mission of community service, patient care, education, and clinical research.

Authorizes Shands Teaching Hospital and Clinics, Inc., Shands Jacksonville Medical Center, Inc., and Shands Jacksonville Healthcare, Inc. to create for-profit or not-for-profit corporate subsidiaries and affiliates with prior approval from the University of Florida Board of Trustees.

Designates Shands Teaching Hospital and Clinics, Inc., Shands Jacksonville Medical Center, Inc., Shands Jacksonville Healthcare, Inc., and any not-for-profit subsidiaries as instrumentalities of the state entitled to sovereign immunity under Florida law.

Grants the University of Florida Board of Trustees the right to control these entities, with governance vested in a board of directors chaired by the University President or designee and vice-chaired by the Vice President for Health Affairs or designee.

Adds "Public Health and" to the name of the College of Health Professions and takes effect July 1, 2011.
