Repeals all statutes (sections 582.01-582.49, Florida Statutes) related to soil and water conservation districts, the Soil and Water Conservation Council, and watershed improvement districts.

Removes references to soil and water conservation districts from land management provisions in the Conservation and Recreation Lands Trust Fund, water management districts, and total maximum daily load programs.

Eliminates the requirement for soil and water conservation districts to be considered for managing agricultural land leases and reduces their representation on management review teams for state-managed conservation lands.

Amends section 570.076 to remove provisions allowing the Soil and Water Conservation Council to develop and recommend criteria for agricultural environmental stewardship certification.

Takes effect July 1, 2011.
