Revises procedures for disposing of lost or abandoned personal property found on university and Florida College System campuses, allowing institutions to dispose of or use unclaimed property according to their established policies rather than requiring public sale.

Removes the requirement that proceeds from sales of abandoned property be placed in scholarship and loan funds.

Replaces multiple references to "rules" with "regulations" throughout postsecondary education statutes, specifically requiring university boards of trustees to adopt regulations rather than rules on matters including delinquent accounts, purchasing, child development research centers, personnel records, and lease agreements.

Repeals section 1007.27(10), which exempted students earning 9 or more credits through articulated acceleration mechanisms from summer term enrollment requirements.

Repeals section 1013.63 relating to the University Concurrency Trust Fund and updates a cross-reference in section 1013.33 accordingly; effective July 1, 2011.
