Prohibits operating a motor vehicle on a street or highway while dialing, sending, listening to, or speaking on a cellular telephone, unless using a headset or hands-free device.

Exempts law enforcement officers, emergency vehicle operators, and persons using cellular telephones to report illegal activity, summon emergency help, or prevent injury or property damage.

Classifies violations as noncriminal traffic infractions punishable as nonmoving violations under Florida law.

Restricts enforcement to secondary action only when a driver has been detained for a separate violation of traffic or motor vehicle statutes.

Takes effect July 1, 2011.
